JOB SUMMARY:
The Office of Strategy and Intergovernmental Affairs (OSIA), which is part of the Chief
Administrative Office, is seeking an experienced Legislative Policy Advisor with strong analytical
abilities, an understanding of County operations, and fiscal knowledge of County program funding to
coordinate the legislative analysis activities of County agencies and departments. This position will
also assist in development of the annual County Legislative Program.
The expected hiring salary range is $65,000 - $75,000 per year. Placement within this range will
be determined by experience and qualifications.
The position of Legislative Policy Advisor is an unclassified management position and is allocated
solely to the OSIA and reports directly to the Director of OSIA. The ideal candidate will have a
thorough understanding of San Diego County government, including operations, fiscal, legal and
programmatic relationships with other government entities. Interpersonal skills and the ability to
establish and maintain effective working and diplomatic relationships with others are also critical.
The ideal candidate will possess a bachelor’s degree, in public administration, political science, or a
closely related field and three (3) years of related public policy or legislative experience in the public
or private sector.
Duties may include, but are not limited to:
Assists in development of the County’s annual legislative program for state and federal
legislation
Coordinates the legislative analysis activities of County agencies
Develops and presents legislative policies for inclusion in the Board of Supervisors’ Policy
Manual
Analyzes and makes recommendations regarding major legislation and intergovernmental
issues
Consults with County officials and legislative representatives to identify and make
recommendations on issues of concern to the Board of Supervisors, Chief Administrative
Officer and Group Managers
Manages multiple, sometimes divergent issues concurrently, and responds quickly and
accurately to requests from elected and other public officials

Provide decision-making and program support to a local government's legislative authorit
Analyze complex problems and logically identify solutions
Work with staff from other governmental agencies and legislative groups
Interpret and apply policies and procedures governing various established administrative
and management functions
Prepare executive-level correspondence and reports
Prepare and give public presentations on Countywide activities, functions, and issues
Establish and maintain effective working and diplomatic relations with staff, the public, and
representatives from governmental, industry, media, and other agencies

facilitates partnerships and supporting programs that empower utility end-users (municipal
governments, businesses, students and residents) to practice smart energy management. A key
partnership facilitated by The Energy Coalition is the Community Energy Partnership (CEP).
The CEP is a multidimensional municipal and community-focused energy efficiency program
managed in partnership with Southern California Edison, The Gas Company and Southern
California cities: Brea, Corona, Irvine, Moreno Valley, Santa Clarita, San Bernardino, and Santa
Monica.
Position Description: (Full-Time Position)
The Coalition is seeking a full-time CEP Senior Project Manager to manage a successful Local
Government Partnership program. The position reports up to the Program Director and will have
direct reports. The role of the Senior Project Manager is to manage the implementation of the
CEP 2010-12 program initiatives throughout Southern California and to ensure that all energy
savings goals are met. The initiatives cover municipal energy retrofit project management,
community outreach and education, and support for municipal projects that fulfill the California
Long-term Energy Efficiency Strategic Plan. Essential to this position is strong management
skills and experience, ability to build and maintain relationships with a variety of entities, the
strengthening and shaping of current initiatives, building effective relationships between
consumers and their serving utilities, and supporting program staff. Knowledge of facility
energy equipment (HVAC, lighting, etc…) is preferable to facilitate energy efficiency projects
with City facilities management, equipment contractors, and energy consultants.
Key Responsibilities:
• Manage program initiatives in partnership with local governments and utilities.
• Facilitate development of new energy efficiency projects for municipal buildings.
• Provide management guidance and direction to program staff.
• Serve as a community liaison between assigned cities and Coalition.
• Be proactive in identifying and responding to partner requests and needs.
• Organize and staff meetings and community events.
• Develop and maintain project tracking documents and databases.
• Administrative duties related to program and staff management, such as budget tracking
and reporting.
• Provide comprehensive support to Coalition activities as directed.
Qualifications:
• A bachelor’s degree and a minimum of 7 years of applicable work experience in the
energy industry or related field preferred.
• Prior project management experience
• Prior community and/or city government liaison experience
• Staff management experience.
• Strong organizational and planning skills.
• Must be available to work outside of regular business hours.
• Valid driver’s license and insurance.
• Vehicle for travel throughout Southern California required.
• Professional appearance and demeanor.
• Spanish language skills are a plus.
